Superdraft20xx Rules 2.0

Team Rules
Team will consist of exactly 15 players to start. You must have 15 players on your team at the completion of draft day. Your team size may change through trades or free-agent drafts.
You must have ten(10) Active players at any time. Must have at least four (4) active defensemen. Players accumulate points, only when active.

You must have one (1) rookie active at all times. The rookie may be a forward or defenseman. The NHL definition of a Calder eligible rookie applies to a Superdraft 20xx Rookie.

Roster moves will be allowed once per week. The weekly deadline is Monday at 13:00
Calgary time. The cost is $2 per week, for unlimited roster moves. Moves shall be posted in
the comments of the official blog, www.superdraft20xx.blogspot.com. In emergencies only, moves will be emailed to: the commish.

1 Point for Goals; 1 Point for Assists; 1 for shootout goals;

No other stats count for points.

Trades between teams are allowed up to the NHL trade deadline. Trades must be announced on the blog by one of the trading GMs, and verified in the comments by the other GM using the proper Blogger ID. Trades must be approved by two unbiased managers.
Points accumulate only when traded player is active on your team. Trades come into effect at the start of the next week after the trade is approved, unless specified to be effective at the start of a different week.
Trades cost $2.
Teams may not trade salary cap room for the current year.
Teams may trade draft picks and salary cap room for future years.
If a player leaves Superdraft, the trade details remain in effect.
Active roster must be specified by Monday at 13:00.
The default roster will be the holdovers plus the first five (5) picks that satisfy the roster requirements. For expansion teams, the default roster will be the first ten (10) picks that satisfy the roster requirements.

Salary Cap Rules - ‘capology’

Cap determined by number of teams and nhl cap.

https://www.capfriendly.com/ salaries will be used for salaries. If for any reason, the site does not provide salary, the commissioner will determine the salary from other sources.
An unsigned player will be allotted the league minimum salary of $575,000.
Salary cap of $62M? per team, including reserve players.

 Salary cap will be proportional to NHL cap.

Teams must be under the salary cap on the day the season starts. The salary of the entire roster is defined as the ‘salarycapfacevalue’.

Salary will be accrued weekly. A calculation will be made to determine the maximum salary cap face value that is available for the upcoming weeks. A team may not exceed the maximum salary cap face value. Exception: A team may exceed the maximum salary cap face value as a result of a trade for a portion of a single week, but the salary cap face value must be below the maximum by the start of the week.
Players can be bought-out (dropped) at any time. There will be $5 fee to drop a player.
There will be a salary cap penalty which will be the maximum of:
One half the player’s salary that remains for the year, or
 $0.575 M

Salaries will be accrued on a weekly basis. Each week, 1/27 th of your roster's salary will be spent.
At the start of the season you must be at or below the salary cap number, but later on in the season you can be above the cap number as long as you have saved room for it.
Each week, I will provide an "available roster face value", based on the salary that has been accrued for your team to date. The "available roster face value" is the salary that you could take on in the next week and still be under the cap for the year.
You are no longer allowed to trade "cash" or "cap space".
Drops will be treated as buy-outs. At any point before the trade deadline, you may buy out the remainder of a player's salary. The buy-out price will be 1/2 of the remaining salary owed to the player for the season or $575K, whichever is greater.
As before, rosters will be frozen as of the NHL trade deadline.

Free Agency Rules
There will be two (2) free agent drafts this year. The approximate dates will be  mid November and January.
Free agent draft order will be based upon the current standings as at the morning of the free agent draft. Last place will have the opportunity to pick first. Ties in picking order will be settled by coin-flip.
In turn, each GM will have the option to:
o Drop any number of players and pick up one (1) player.
o Pick-up one (1) player without dropping another player.
o Do nothing.
A drop will be treated as a buy-out in the Salary Cap Rules section. The fee will be $5 for each buyout.
If a player is bought-out during the free-agent draft, there is no additional fee to pick-up a free agent. If no players are bought-out, the free-agent pick-up will cost $5.
A GM who cannot field a proper team due to draft day errors made by the GM, will be forced to field a short-handed team. The team will remain short-handed until such time that the GM can make a trade to rectify the problem or until a regularly scheduled free-agent draft.

Holdover Rules
Teams must hold 5 players for next season.
Can hold maximum of 2 top 50 players. (based on points).
You may not hold-over a player two years in a row.
Through trades, you may not re-acquire a player that you have held over in either of the previous two seasons, unless the player has been returned to the free agent pool within those two seasons.

Succession Rules
In upcoming years, draft order will be based on past season's performance. (11 10 9 8 7 6 5 4 3 2 1 1 2 3 4 5 6 7 8 9 10 11 11 10, etc)
The three biggest losers from the previous season, will be entered in a lottery for draft position.
If a GM leaves Superdraft, we will try to find someone new to take over the team. If this does not happen, all players will be entered into the free agent pool.
New teams may be brought in. New teams will be given an extra pick in rounds 1,2,5,9,10.
Pick position will be as if manager won last year's draft. Extra pick will be #6 in each round.

Entry Fee
Base cost is $40 per team. 1 team per person. Entry fee must be paid by draft day. An extra $20 will be collected from each team and held in escrow for future trades and roster moves.  Any team spending more than the collected 1 year fund will need to top-up their team fund before any new roster moves can be made.

All payments must be completed prior to the draft start date.  All payouts must happen within 1 week of determining a winner for each category.
A budget will be posted and kept current to track funds and payments.

Prize Distribution
Online draft tool administration - $20+GST

Each roster move, drop, or trade will be paid to the leader at the time of the first free agent draft.  There is no payment at the second free agent pickup.  All extra fees are added to the pool final winnings.

o 1st Place - 60%
o 2nd Place - 30%
o 3rd Place - 10%

Free agent 1 November 20
Free agent 2 January 22
Trade deadline nhl date.

The commish(1) - for resolving issues.
The commish is appointed on draft night and must be a one year term with a max of one year in a row.
Technical commish(2) - appointed, responsible for the blog, all draft logistics including free agents and capology numbers.
Bean counter(1)- responsible to track, collect and make payments along with the budget document.
